electratmate 2000 high running costs

electratmate 2000 high running costs
Ive been living in a 2bed apartment for over 10 months now. The apartment has an electramate 9Kw (I think) .
My bills do seem quite expensive as I live on my own , rarely cook there, shower rather than bath. In short don't really use a lot of energy.
But my bills are the same as my old 3 bed detached house combined gas and elec where 3 of us lived!
Tariff is economy 7 (should it be economy 10??) . The unit seems to make noise during the day and is warm to touch and not much at night during off peak times. Is this right?
This system is totally alien to me so any advice would be greatly appreciated.
