No green or red light
No green or red light

Good afternoon
My son has just moved into an apartment and has a Pulsa Coil 2000 and there seems to be no power to the system.
The HL1 light is flashing but neither the green or red light are working.
The mains switch, boost switch and off peak switch are all on
I have photos but not sure how to upload
