Systemmate 2000 - heating on continuously but only one one heating circuit

Hi - seems to happen from time to time but our systemmate 2000 continuously provides heating. We have an upstairs and downstairs circuit with their own thermostats - the downstairs circuit runs all of the time and even if I switch the thermostats over it makes no difference.

The display inside doesn't come up with any error codes when I cycle through SW1 and SW2 and only the top two bars (out of 3) are always on.

On the LEDS, HL5 is on as is HL1 and HL3.

We did have a power cut this week. Also one of the central heating valves has plenty of resistance whereas the other one moves with no resistance at all (maybe the valve motor is at fault though not sure if that means it would then call for heat?)

Is the PCB dead or could it be something else - there doesn't seem to be a great number of refurb boards out there and my soldering skills are not up to scratch changing any of the caps.

Any ideas would be really helpful - thanks

Just an update as managed to fix by changing one of the valve motors which wasn’t allowing the valve to close.
