Please help!

Firstly i'd like to say how fantastic an idea this is, its so hard to get any information and i was tearing my hair out!

Ive recently bought my first home (an apartment in Cardiff). I have no previous experience with boilers or anything but i keep getting bills of around £200 a month! Im sure this is down to the boiler and I have read that I need to be on an economy7 tarrif which once I switch should make a massive difference! Also as far as I can tell the main boiler must be swtiched on at all times (the lower switch) and the timer (the top switch) should only be used for additional heating of water?

Both lights on the front of the boiler are a solid green light which I belive to be correct? however there is a constant buzzing/pulsating noise coming from inside the boiler which stops and starts every 2 seconds and doesnt stop. what could this be? and should I be concerned?

Really hope you can help as I have been tearing my hair out trying to work all this out

PCB or relay.
Down load book from Gledhill,
Will have to remove cover and check.
