No hot water when Off Peak Empty No hot water when Off Peak

My PulsaCoil Stainless was installed with an Off Peak switch and an On Peak switch. As far as I know I only get Off Peak bursts for my separate under floor heating so it runs cold when switched to Off Peak. When I leave it on Peak.. it boils up every half an hour or so and makes quite a racket. Am unable to use room it is in as a bedroom ... I now use the switch in the corridor to turn the whole thing on if I want hot water and off for the rest of the day. Surely this is not right?
