NO ECONOMY 7 & NO BOOST

Hi all, ive got a Pulsacoil 2000 which is around 5 yrs old. Im currently getting no hot water at all. Putting the boost on doesn't do anything and the economy 7 is not coming on at night.
The green light is on the front and the red light on the circuit board is blinking twice as it should, and the header tank is well topped up. It sounds like the pump starts working when i draw any water but then takes a while to go off. I have had an registered engineer come to look at it an he replaced both temp thermostats but this hasnt helped.
Any help would be most appreciated as I dont really know what to do next. I'll answer any questions ASAP.
