Boilermate 2000

Hi, in need of some help.

Just bought a new house which has a boilermate 2000.
I've had both bathrooms refitted but not the water is back on there's no hot water.

The plumber has advised me the hot water pump has gone but I am questioning this as it must have worked before as a family lived there. I turn the heating on and it works within minutes. When o turn a hot water tap on no led lights at all turn on at the pcb. The pump does rotate if I put a screwdriver to it. My question is even with a broken pump when you turn the hot water tap on should an led light come on?

Could be many things,

Check unit is full.
No towel rails fitted in bathrooms higher than the F & E tank?
If unit was not switched off when draining then no telling what damage.
