SHOULD BOILER FIRE WHEN JUST RUN SMALL AMOUNT HOT WATER?[/color]

Hi I have used this site previously to fix problems with boilermate 2000 and understand workings.... its a godsend.
General question: Should boiler fire even if run small amount hot water....? My bills seems tobe going up and up.
Boiler on Max.... Boilermate on winter.....Heating on cos december.....
is this normal...... thanks
