There is no call out charge, but I was charged £85 for an hour during which time he told me my pump needed replacing. To replace the pump he was going to have to pick up the pump and return at another £85 an hour, to charge me between £210 and £300. He fixed the pressure, but before he did, he claimed that the pressure valve needed replacing, which he didn't have, and he asked me to go on to the internet to find a local plumbing shop. When he noticed my resistance, he fixed it but claimed that what he did to fix it may have resulted in the valve exploding.

I got a recommendation of another boiler expert - Simon Rowan, who carry all spare parts. There was nothing wrong with the pressure valve, all the other guy did to fix it was turn the top piece. There was nothing wrong with the pump and it was the thermostat that had gone wrong. He fixed it there and then and it cost me £156 including parts, labour and VAT.
