We have a pulsa coil 2000 in the flat we rent. we havent really ever been told how it works but thought we had worked it out. but now it only works intermittently. Any any ideas on what it could be?

The green light is on but v faint. The tenant before us had turned it off, could this be the problem? Also the header tank is one third full, does this need topping up? If so, to where? Might this be the prob? Finally, does it heat up only when water pressure is high from the tap?
