Green Light No. 2 off all the time + Switches on the wall

Hi All

Our PulsaCoil III boiler has the 2nd green light switched off all the time. The 1st green light is always on, which means that the water level is OK.? We have to press the red manual reset button around midnight every single day to ensure we have hot water in the morning.

I assume that this is the cause of our high electricity bill (about 110 pounds every month) for a 2 bedroom flat where we're at home only in the evenings & weekends. Could the switches on the wall be an issue?

1) The 1st switch is always On
2) The 2nd switch which has "Water Heater" written above it is always off
3) The 3rd switch (bottom one) is always On.

What are these switches for?
