New to systemate 2000 do I have a problem? Empty New to systemate 2000 do I have a problem?

My father in law has just moved to an assisted living, one bedroom apartment. The glow worm boiler in the kitchen is linked to a systemate 2000. The airing cupboard where the unit is situated has a constant temp of about 55 DEGREE C . Thus the airing cupboard and unit within seems to be acting as the central heating! He has been in the apartment for just over a week and we have yet to feel any heat coming from the radiators. Plus the hot water seems to me to be too hot, compared with a conventional system. The room stat is set at 19 but to my mind is irrelevant as the unit itself is churning out so much heat.
Would appreciate your opinion.

It is a thermal store so will be hot.
DHW should be 50 to 55.
Which again is hot.
Talk to the neighbours.
