Escalating energy consumption

I also am renting a flat fitted with a PulsaCoil A Class boiler. I am a single man, living alone and fairly 'green' not wasting electricity unncessarily. In my previous property, I was using around 5 units of electricity a day. My bills were £30 a month, had my economy 7 heaters on all year round and I was in credit. I am now using in excess of 15 units a day, never have my heating on (as I can't afford it), yet I'm paying £100 a month and I have a £250 debit on my account (confirmed by EON). My boiler doesn't appear to have a timer fitted but does have two switches connected to it (marked simply 'water heater'). Only one is switched on - if I turn the other off it switches off completely. I have to get up early each morning to press the boost button as the water is NEVER hot enough. I have read on the forums about having an Economy 7 meter fitted and switching to an economy 7 tariff. My landlord doesn't see these issues as their problem, saying the previous tenant had no issues. So ANY help would be greatly appreciated! Thank you!

Sorry this isn't much help, but as a comparison: we have our PulsaCoil A-Class on Economy7 off-peak only and our bills come to £50 a month without heating (apx. 16 units per day) so your bill sounds quite high!
